03L has become a tropical cyclone, tropical storm Cindy. The system is now slow-moving, but will resume its northward motion through the Gulf of Mexico. It will make landfall near the Louisiana / Texas border on Thursday.

Regional warnings
A Tropical Storm Warning is in effect from San Luis Pass to the mouth of the Pearl River.

Rainfall totals of 6 to 9, locally up to 12, inches can be expected in southeastern Louisiana, southern Mississippi and Alabama, and the western Florida Panhandle. This could cause life-threatening flash-floods.

Totals of 3 to 5 inches with isolated locally up to 6 inches can be expected farther west across southwest Louisiana into southeast Texas.

Inundations of 1 to 3 feet can occur as a result of storm surge in the warning area.

Tornadoes are possible from south-central Louisiana to western Florida.
